Me 3 xD. Just saying that i can run toonstruck on my psp as it is now. It just runs painfully slow xD. but thats dosbox for ya. Maybe once scummvm FINALLY supports it xD.

I suggest SMFL for C++, or XNA for C#

XNA will NOT be the one for sure. It has too many limitations, is totally proprietary and so it is not supposed to be used as a cross platform environment.
