MOSCOW Robin Lehner Jersey , Oct. 16 (Xinhua) -- Russian President Vladimir Putin hassigned a decree to impose a number of bans on the DemocraticPeople's Republic of Korea (DPRK) in compliance with the UnitedNations (UN) Security Council Resolution 2321, Russia's legaldocument portal published Monday.


Russia imposed sanctions on 11 DPRK individuals and 10 companiesinvolved in Pyongyang's nuclear and missile programs, according tothe decree.


It banned exports to the DPRK of 80 chemical substances andtypes of equipment and software that may be used to producenuclear, chemical or biological weapons.


The decree cut the number of bank accounts of DPRK's diplomaticmissions in Russia and bans exports of luxury items, includingexpensive tapestries, carpets and porcelain kitchenware.


It also recommended the suspension of scientific and technicalcooperation that may contribute to nuclear and missile developmentwith individuals and institutions representing the DPRK.


Other measures were also included in the 39-page presidentialdecree.


On Nov. 30, 2016, the UN Security Council unanimously adoptedthe Resolution 2321 in response to Pyongyang's fifth nuclear teston Sept. 9.


In the UN document, the 15-nation council decided that the DPRKshould not supply, sell or transfer coal, iron and iron ore fromits territory, but excluded transactions for livelihoodpurposes.


The council set an upper limit on the DPRK's coal exporting andbanned the sale of copper, nickel, silver, zinc and statues fromthe DPRK. Enditem

BEIJING, Sept. 29 (Xinhua) -- China has been vigorously improving its national medical security system, and the country has preliminarily realized basic health care for every citizen, according to a white paper released Friday.


The white paper, ""Development of China's Public Health as an Essential Element of Human Rights,"" was issued by the State Council Information Office, introducing facts about the development of public health.


Basic medical insurance covers all urban and rural residents, it said. By the end of 2016, basic medical insurance had more than 1.3 billion recipients nationwide with a coverage of above 95 percent.


Support for basic medical insurance schemes and its sustainability have been increasing, it said.
